how do i even use this, and how do i use other things like the blackjack amulet too

The game will either ask you if you want to use it just before you begin the minigame (for example mahjong or koi-koi) or, for some cheating items (like for poker) you can use them whenever by pressing Y/Triangle, the game shows a prompt.

I recommend saving the cheating items only for the highest tier (gold icon) level of each minigame, to maximize profits, as the cheating items are limited so don't waste them on low-level stakes.

Choose a table, then it will prompt you to use it.

I don't know if they fixed this in the latest patch or not, but it might prompt you with "Play at the easy table?" instead of asking you to use the item and that's actually the prompt to use the item.
