The term kiryu never kill actually kinda a bit wrong meaning though, in japanese it's actually he never had intention to truly kill people instead that he never kill people

There's plenty of games that let you kill random people. I'm sure you'll have no difficulty finding them on your own.

The new Rise of Ronin is an mostly open world game in the bakumatsu period that you can do that. IDK if you specifically want yakuza or if a shogunate vs anti-foreign forces that include yakuza and ronin. The big issue is it is a PS5 exclusive and the framerate even on "performance" mode is unstable to say the least. Kinda depressing tbh. But whatever, IDK if a team ninja game is your cup of tea, and I don't care about arguing or whatever.

Yea but I want PC game and I want it in modern day japan or close to modern day.
