Pocket circuit question (spoilers)
How can the manager be Pocket Circuit Fighter, if Pocket Circuit Fighter is running Dragon Kart in Ijencho at the same time?

Because the manager isn't Pocket Circuit Fighter.

When he puts on PCF's outfit, he looks like an old him. They even focus on a photo of Kiryu and PCF holding the Golem Tiger

Yeah but he also tells you about his senpai and that his senpai was teached by another one.
So it's more likely he talked about Fighter and Kiryu (Kiryu defeated Fighter back in the 80s) and it is all just symbolized by the picture of them two and Golem Tiger next to it (Kiryus starting Pocket Car in Zero).
If you compare the model of the manager (even with his suit on) he still looks a bit different than Figher in Yakuza 7 (just look at his eyebrows). Also his voice sounds deeper.
