Though I'm sure there's more elaborate answers in the one or two times this has been asked in the past.

You can buy him from the recruiter on the second floor of the casino.
Yeah, this doesn't work reliably. You'll usually run out of time. You got lucky.
I mean if u're saying it doesn't work reliably then u're also saying it does work some of the time, which is still better then the OP not being able to win at all. The OP just needs to win once.
Obviously, that's why I linked threads. Many of them actually had better answers with better odds. I'm simply saying with that meathead strat, you got lucky.
I personally tried that "strat" if you can call it that, multiple times before I felt forced to switch. I'm sure if I kept going I would get there eventually, but to what end? You can also try using Chicken Man to mow him down, or try taking out goons first, strategizing heat actions to eliminate goons first etc. Your "strat" might work as it is often luck based, but browsing the other threads genuinely tells the OP how overtuned this fight is in comparison and gives better answers than banging their head against a brick wall until some cracks appear.
Maybe u were just very very unlucky lol? I didn't even realize that I was thinking about the wrong fight because I thought the op was talking about the fight on the roof with the robots when laser beam was mentioned because it was the only rumble fight I died in. I beat that justice fight in my first try and it didn't make much of an impression on me. I don't think it matters about luck when it's just Joryu doing 90% of the damage. My build was just the highest damage gear possible that didn't subtract defense. So golden underwear, silver underwear, the dragon god amulet from Akame and something else. I didn't go in there with any heat and just won the fight with more than enough wiggle room in time for me to disagree about luck, reliability and running out of time. I don't even remember what clan members I brought in because I didn't focus on team comp at all. I do remember that they weren't all maxed out and bonded because I was still grinding their levels and bonds.
Dude, you're just wrong. Read the 10+ threads on this fight and the hundreds of Reddit threads on it. You were an exception and that's fine.
All I'm saying is that it's probably a lot better than you're making it out to be lol. I'm sure there's better more optimal strats depending on skill, strengths, progression in the story, etc. Whatever works for the op works. It's not as if it costs them much time since they're already almost there anyways. As for the whole read 10+ threads on the fight and hundreds of Reddit threads on it... So like the less than 1% of people who played the game and specifically the people who struggle with the fight? All talking about their own experience and strats? It's the nature of the internet and how numbers work. If what I said worked even 1% of the time and every single person who did it posted then u'd have thousands of posts agreeing with me even if we were all an exception.
For the people I used, I had Sheep Man, Chicken Man, Saejima, Majima, Kaito, Sugiura, Higashi, Daigo, Mr. Masochist, and Sodachi.
I usually entered fights with at least a few bars of heat and did the one heat action as Agent that did damage to multiple enemies, run around and spamming some hornets and maybe a cigerrate bomb, then switch to Yakuza style for big damage.
The only issue I had with the fight is that the 2nd King, dude with the jet shoes, can dodge a TON of attacks and is a general annoyance. Get rid of all the basic enemies, then focus on the kings. I personally went for the clown dude then Justice, then speed dude, but if the healing form Justice is an issue, go for Justice first.
I used all 10 gold rank fighters you can get in the game (didn't have any dlc ones), maxed their levels and bonds (level 20 and bond 3), played as Kiryu (I had maxed Kiryu's attack and health, also the Kiwami ones), used Yakuza fighting style and my gear was attack and defence boosting mainly, I think I had also something that resisted bleeding (dunno if it helped in the match though but just wanted to mention it).
First I took the clown dude down first (someone said it's a good tactic, probably because of his attacks and drones), after that I focused on beating Justice while my other fighters were beating the 2nd king and other enemy fighters. Also I used extreme heat mode every moment in the match I could to deal as much damage as I could.
