Short answer: They didn't do it for you. They did it for their domestic audience, who are culturally disinclined to give this gimmick those kinds of negative labels. I personally find the change of pace to be something I didn't know I needed; now that I have the unexpected context, it's true that I would have found yet another 3D cabaret conversation minigame less interesting.
They probably won't do it again. I'm thinking they took advantage of the fact that this is just an AA game to get this minigame project rolling. The inherently short conversations and overall truncated experience would have been a tougher pill to swallow in a triple-A release.
I do adore how this part of the game is causing some game journalists to out themselves with opinion pieces. That's helpful to me, as it allows me to pinpoint publications I can casually ignore henceforth.
It's a very safe bet that they just took the already-encoded console files and then re-encoded those with whatever they used for the Windows port. A safe bet, because this is basically tradition when it comes to PC ports of games that have FMV.
Fortunately, it is also tradition for modders to bring over the unadulterated videos from the console version, so the native PC files can be replaced with something of much higher quality. Doing SEGA's job for them, as per normal.

You can tell by the number of views that this is actually a pretty big deal with the target audience. A bigger deal, it should be underscored, than just having another chat session with voice-acted 3D models.
The two women seen in Yakuza 6 also have fanbases, though I wouldn't recommend you go hunting them down if you're at work.
