Last Upgrade Ability BUG?

I can't unlock the last one ability in Agent style
I've finished the game, but it's still locked when i started Premium Adventure

The last Ability is between Agent Gadget: Serpent Lv. Up and Daidoji Evasive Strike
Is it a bug or did i miss something?

I think that's a Substory one correct me if I'm wrong but if I remember correctly once you upgraded all gadgets to lvl 5 speak to the guy who makes the gadgets (don't remember his name) and it should unlock

Do you know what the ability does? To verify if it's worth the hassle.
EDIT: It will unlock a heat action with agent + extreme heat on. You still have to pay 2 million to purchase it. Well, it could have been worse.

That's a ability is locked until you finish a substory after upgrading all gadgets to max.

I only found out about it yesterday after completing everything, same as you. I randomly decided to speak to Mizorogi at Akame's place during Premium Adventure.

A little annoying but it made me laugh that was sat there the whole time saying "progress further in the story" after I beat the thing.

You need to speak to Mizorogi once you have everything else upgraded to Max in Agent Style. It unlocks a new Extreme Heat Move

my last agent skill is also locked, i have unlocked and leveled everything in the agent style, all four of my gadgets are at level five but when i talk to Mizorogi he just opens his shop window and he does nothing else.

you need to defeat the four kings then finish the substory with patriarch aotsuki then talk to mizorogi
