no clue weird it could be that they finished it a few months ago and were just sitting on it as to not eat ishin sales or started development a few months after the trailer
Could also be they actually took 1 year but spend like half the hrs of a normal game on it and rest of IW idk

It is mostly likely something that was lost in translation. Most likely the case is this:
The game was in development as a DLC before the announcement.
They decided it was worth being a full game instead.
They announced it as a full game.
At this point, development as a DLC ends, and they have some things done, but they go back to a concepting phase for others.
6 months ago, the game re-enters the "development" stage.

Concepting is not always referred to as "Active Development" by everyone. Same for things like storyboarding/writing, same for several other things.
Its how you can have games that have been "in development" for significantly longer than their actual development period was.

Also I think it's safe to say there will have been crunch. You don't release two games within a few months of each other with the same exact team and NOT crunch. I think it's more, Japanese teams treat crunch as more of a given than a thing that might happen.

With all the stories I've heard of games actually taking a mere fraction of the supposed development cycle to actually work on the game (i.e. Anthem), I'm not really surprised. I get the feeling games don't take nearly as long to make as we're led to believe, on average.

So many games with a supposed 7-10 year dev cycle and then you find out they wasted three quarters of it, and crunched out 2 years or so.

Take a game where the assets are practically done, and the allotted time could be much less. Especially if the team knows what they are doing and make primarily similar games.

Yep pretty much. Not to mention if a game goes from being a DLC to a standalone. You aren't gonna count the DLC time as part of the standalone's development cycle, even if the game itself hasn't changed.

Pre-production can often take years. Concept, plot, continuity, legal issues, team structuring, contract hiring, character design, script writing, voice hiring, and all the small stuff that adds up.

You forgot to take into account that we know how they make their games. In the behind the scenes series, they themselves say that they do cutscenes first, before everything else. Thats their starting point. And Gaiden was revealed with a 4 minute cutscene, which means they had to have already started by that time.

I doubt it was 6 months. Maybe 6 months for the basic story, but not the whole game. Though it is pretty impressive how fast they crank these games out.

the game is going to be set in sotenbori (plus the new castle hub area), a staple in the franchise at this point, no doubt reused from yakuza 7 but i aint complainin, the production time is skipped alot due to reusing of assets which paves the way for story, voice, side content and gameplay

If i remember correctly, we got some 8 "gameplay" from a Japanese youtuber who was helping with some mo-cap about a year and a half ago so I think its fair to say a good number of the assets came from both 7 and 8.
Most these games are lazy cut and paste efforts, not surprising

It's more like smart choices to reuse assets rather than remake them every single time. As for the minigames being copy and pasted, yeah? Where's the downside though? The fact they copy the minigames repeatedly just means that there's more to mess around with for the people who are interested in them.

Or would you rather wait 5+ years between releases for a game that has far less content in it, or uses ACTUAL padding like open world collectibles, randomised sidequests, and a battle pass.
