Again, no. Just no. Just because someone can't teleport doesn't make them bad at all. Johnny Cage is a powerhouse and Noob Saibot really doesn't measure up at all. His normals are slow, his combo potential is nonexistent, and his projectile spamming is easily countered. Noob Saibot's place place is in B.
Johnny Cage is certainly good, and works without teleports (as do many such as Sonya), but your conception of Noob is ridiculous and easily disproven. His normals aren't slow, Reptile, Rain, Shiva, Sub-Zero and Shao Kahn are slow. I'd say they're decent in speed. To say his combos are nonexistent in reverence to potential is probably one of the stupidest things I've heard on here.

As for countering his projectile spamming, if you're spamming to begin with you need a course in how to play; although from my experience most people fail miserably at countering it (i.e. so many people don't know how to low-block). Feigning a jump into a teleport smash with a ghostball afterwards for a decent combination is not read easily and thereafter not countered all the same.
