They do not use tradicional Vsync... because Vsync normally skips the frames that are not being rendered or that the GPU is having problems to render... the V-sync frameskipping is the most common solution because it mantains the frame rate between 30~60fps without "tearing" frames...
but in this game they preferred NOT to skip frames... NOR render extra frames also(when frame rate is > 60fps)... so the engine is fixed at 60fps... if the GPU is slow and have any problems to render for instance, the game will slowdown because the engine will keep rendering all frames and skip none... and if the GPU can render more than the 60fps... the throughput will be idle... because it will not render extra frames...
probably thats because its the first mortal kombat fighting game that had a frame data approach during development (the old games were not that sensitive to that information... thats why they never were considered in big championships)
the consoles runs exactly the same way... so I don`t think they will make available that option because they would have to consider rendering with the tradicional V-sync approach (with frameskipping)... and maybe it will screw some of the original code (related to frame data, net code... and so on...)

So no its not that smooth. And yes to me its REALLY noticable after gaming at 120 FPS on my other games.
in a fighting game its almost useless... most of them (SSFIV, SFXTK, etc) are created considering 60fps as basis anyway due to frame data concerns... (but the games above use classic rendering... so you can disable v-sync and force them to render more than 60fps if you want... not the case with MKKE though)
Fighting games cap at 60FPS because any change in fps causes imbalances to the game mechanics.

Bottom line is that people buy 120hz monitors (not always for 3D) but because they notice the difference.

Not generalized at all, fighting games work this way. The game's speed is directly tied into the FPS. If you were to go above 60fps the game would actually go faster, less than 60 and the game would actually slow down. If you have SSIV / SSFIV:AE / SFxT go run the benchmark in there. I average 150+ FPS in the benchmark and you can see how much faster the game runs during this time. Lock your FPS at 25 and run the benchmark again and you'll see the game actually runs super slow.
All I was trying to say is that fighting games are not locked into thier frame rates simply because they are "fighting games". Its obviously a design choice. One that will most likely change in the future. Hopefully...
