Control bug when turning on 4k resolution

I have a monitor Full HD 1080p, I always play in 4k resolution, the picture is better, the video card allows 4090
Everything works, but it’s strange what’s happening with the mouse, it’s as if it’s within a limited framework and doesn’t move across the entire screen, it’s in the menu, but in the game if you spin, jerks appear at a certain degree of rotation, the mouse remains at 1080p resolution, how can I fix it? ? the game runs in 4k, but the mouse is still in 1080p

Three questions to start with:
Just to confirm your upscaling to 4k?
Did your mouse's DPI mode get changed?
Is the screen tearing with or without V-Sync?
