Then interesting things/areas to explore, old USSR labor camps (maybe still operational by someone), abandoned ships, submarines at an old underfunded ex-Soviet navy base, WW2 or even WWi German battlefield with bunker ruins (hey, maybe even somebody has an old German tank (in Romania there was some WW2 German STUGIII assault vehicles buried that someone stole and was trying to sell).
Montana was a huge success without oceans but a good study in itself and the geographical location. Bunkers are a huge success for the series so that bears some thought and as a previous poster mentioned Russia or that geo-political and historical area may be a reasonable guess.
In thinking that way we may be surprised of course by a trip to a galactic 'thought up' genre but with the dismal rating of similar AAA game products recently it would tend to be high-risk in itself as too heavy on the 'fantasy' side for such a reliable and historic series to contemplate any time soon.
Earth is a great planet to continue placing locations with a banquet of histories in killing, dictators, drugs and cultural language etc etc that it would be a bit weird to go off it unless it's a reduced add-on or attached and distinctive insert to the new series product lead.
Verbose opinion on my part as it is a very wide thought pattern for this post. Poster "SteamChip" gets my 50 cents on the topical thoughts but surprises are what opens our wallets to this great series with it's 'back' histories.

I often wonder if Kim has a Steam account, no offence Steam but perhaps you wouldn't be aware either, the way things work in this digital age. He and his family would probably be the only people in that country to have international internet access!

That said of the known facts, the phrase "however, it's difficult to be sure because the country is also easily the most secretive in the world." would allow a game story producer the likes of Ubi-soft to develop a large artistic licence into a future game of the series, . . . also at the same time helping to raise the a middle finger towards that nation's gross dictator!
