Bug Repair Tool is locked, but need to repair Benito Tank

I done a long time ago the Fuel the Revolution mission. I dont have the repair tool for cars etc. Now I'm in the mission there I need to repair the Karlito. But I dont have the tool.

I didnt get the tool when talking to Benito it seams. How can I bugfix that?
Any way to enable the tool for me?

If you are using a cheat trainer which enables unlimited vehicle health or no vehicle damage, you will not get the repair too on Fuel The Revolution after Juan talks to you and asks you to call for a ride. The only way to fix this is to start a new game.
