What makes this more absurd is the Arsenal menu (U-key) where one can equip other weapons on the fly and have more than the 3+1 weapons. ... Equip a rocket launcher until its out of rockets, then equip a grenade launcher, then a bow with explosive arrows, then a sniper rifle, and so on. Not to mention mods that give healing or refund the ammo ...
And yes, enemies can respawn behind your back, and even disappear again. It is "magical".
Gunning down endlessly respawning groups of enemies also gets boring fast especially since the guns feel like peashooters compared to... let's say Far Cry 3 and in the end the solution is to run away which is no fun either.
NPC spawn distance (100-200m) should be the same as NPC draw distance (300-400m) I have no idea why is not like that in the game from 2021. Propably some sort of optimization.
Balancing is so off.
