Does the 2012 KAG T.G. stop spawning at a certain level?

I think I saw one at level 8 ish, but haven't seen one since. I've tried looking at places that other people have seen it spawn, but no luck. If someone has it, would they mind spawning it for me, its the only vehicle left I need to collect
