But this locked max difficulty is also targeting indirect difficulty aspects, not really the shooting itself or not much:
- All loot won't have any highlight but those with special items with a key and even then it's only a brief flash and not the circle cursor shown when you are close enough.
- Less loot overall.
- Less drops (from kills) overall.
- You have a bit less ammo reserve but if you mainly head shot it makes few change.
- Many game messages are just not shown, very weird but not a big deal either.
And then changes more related to shooting:
- There's no more area markers of enemies on your minimap radar, enemies still tend have sounds warning.
- Marked enemies last only few second like 3/4s, and the count is probably limited to 5/6. In my opinion it's the only change really increasing shooting difficulty but even then once you get used to it that's not a big change.
- Snipers won't show anymore a very visible aiming light line, but turrets will.
- Enemies detect you faster, you get used to it fast.
- Enemies hit a bit harder but it's very reasonable if even noticeable.
- Possibly some enemies have more HP but if you mainly head shot it makes no change.
- Possibly there's more often a tank.
- I doubt there's more enemies than for second Normal difficulty, and if there's more it's not much noticeable.
All in all this last locked difficulty won't change in deep the game difficulty for shooting. But to use it you need restart a play to use ut from start and won't be able change the difficulty during the play.
For a really higher difficulty The game needs:
- A total rework on enemies patrols.
- A total reword on enemies reinforcements.
- Serious changes targeting head shot difficulty or OP aspect.
I also tried some mods options from this mod:

But none really target overall shooting difficulty but those removing aiming cursor. Without it head shot becomes a lot harder and it increases a lot the shooting difficulty or it's you don't need and crosshair to chain head shots.
Mod options for enemy spawns replacing various animals/birds is changing nothing but can create some wild area with constant spawning of many enemies spread.
I think it's dead or you can try check the mods options:
- Tanks replacing some vehicles, but you'll need like manage even more tanks.
- Haircross removed or with harder design.
- Remove snipers aiming light line in case you don't use the lacked max difficulty.
- Remove enemy targeting.
- Perhaps there's more, the mod manager shows clearly all options and most have a clear description.
And also don't use a pet.
