Not Getting Key in Fort Quito

Nobody dropped the key to Yaran Contraband, so I can't get the Autocrat. Not that the Autocrat is awesome, but I am a bit of a completionist, and not getting it is annoying. I even came back to the Fort and killed everyone again; still no key drop.

Assuming I'm ♥♥♥♥ out of luck, I started looking for ways to either give me the key or noclip, which would allow me to gain access to the Yaran contraband, and I'm having trouble with this too. Cheat tables and the trainers I've seen don't do either one.

Does anyone know of a method to either cheat in the key that gets dropped in Fort Quito or else noclip the game?

I don't understand. Is it the gun you look for? You don't need the key to get the gun.
