It depends on how they're implemented. If they're not triggered by a save, you have to do all of them again, to have them on Steam.

This is what I don't understand, I restarted my save with the scenario already finished, obtained a new secondary success and nothing happened either

Either you didn't quite repeat the achievement, or you did and the trigger failed.
I guess, you need to keep trying...?

I've tried several times already without having more results.
I even got a new one that I didn't have yet on Ubisoft Connect that was validated on it but not on Steam
