Oh and also upgarde all the leader camps, They will give the guerillas better supplies, training and weapons
Seems to happen after you finish the mission to unlock Boom Boom, or at least when you get to that area of the map.
There is no fix, Ubisoft don't care (and can't even understand it, someone reported it and the response completely ignored the pinging issue and just said "being able to spot hostages with the phone is a feature").
The only workaround is to download the Libertad mod and enable the option to disable the ping sound, although this completely removes the ping (even when actually scouting) and doesn't disable Dani randomly saying the "hostages" line.
