If I recall correctly, you Paradox changed how that button worked years ago to guarantee the game had the correct check sum after "exiting to menu" and the only way to guarantee that was a complete restart.
One small thing, I think it would be a really good idea to give Rûm the modern Ottoman mission tree. It would make them way more interesting and worth playing, and would allow for some really interesting Mamluk games where you form Rûm and replace the Ottomans. I think it would also be a really cool way to get even more out of the Domination DLC :)
