Wouldn't everyone have access to indigenous ideas at game start besides like Ottomans, Hungary, England, Mamlukes, and Timurids? Aren't Swedes indigenous to Sweden and aren't Italians indigenous to Italy?

EU4 alone costs well over 200 dollars for the full game. Some of the DLCS like Third Rome are just more buttons to click.
