Observer Mode?

I was watching a couple of timelapses, and I realized that the uploader was playing the game without a nation (the flag kind of looked like a rebel flag). Is this some kind of mod, or is there an option in the game for a "hands-off/observer mode"? I've tried googleing it, but I couldn't find anything for eu4. Any help?

Go into the cheat console - ` , § or alt-021 - and type in observe .

you type "tag [NATION TAG]". for example, to tag to england you type "tag ENG"
