OP: I never tried to change my own government type in EU4 but I remember there being a choice of governments with more advanced research in Eu3 (it might be different in EU4 though).
And if you have formed Prussia you would have gotten monarchy, lol.
AI can and you can't?
Brandeburg/Pommerania/Teutonic order - all 3 of them can do it given the required provinces are captured and the year is right as the event becomes available after certain date (or was that in EU3?).
Thanks for letting me know, It is different in Eu4 then. I will have to keep it in mind.
So only losing to rebels is posibility here or some event?
How can I make them spawn?
