Yes in the diplomacy tab. Down in the right corner. "Create vassals".

it says i have no countries i can vassilise but i know there are countries i have do you know why i cant vassilise them

Strange. You sure the country you want to create doesn't already exist as some One province Minor somewhere ?

i was playing as the timirids and wanted to create perisa as a vassil i had most of its core provinces but it wouldnt let which is strang because in vicky 2 if you have one province you could create

If any of the provinces are occupied, you can't release as a vassal. I'm guessing that's why you wan't to create a vassal from your provinces, but more details would help. also, i know that in EU3 you couldn't create vassals whle at war, so make sure you aren't at war in a coalition or something.

I was playing as a custom nation in the middile east i had occupied syria and iraq and released syria as the unrest the was crazy so when i did that it did not have all of its land
