Victoria 2 has way more indepth ecnomical and political systems, and much more historical event based
While EUIV is.. different - the combat is much more large in scale (much more alliance based) - it has a lot more diplomacy and isnt as historically strict as V2 is, and is more about exploration too.
It's hard to recommend one or the other without knowing what it is you want.
Also, they are very diferent. While V2 is focused on economic and population management (industralization, social classes and stuff) plus politics, EUIV is a more generic "nation building" game.
I actually prefer Victoria 2 to EUIV. With all the features of EU4, im pretty sure more people would enjoy the victoria series more.
I am also a beginner to grand strategy games, I had Empire:total war, but it crashed and corrupted all my saves so I never got the chance to learn much.
And that's what matters, no?
