I'm playing as Ottomans too, I'm starved on admin points too. Then again my first idea was the religious one, which is from the admin group...
Totally worth it though imo.

The first one I picked was the "Religion" idea, for the free casus belli against other religions you get at the first level. Extra missionary and higher missionary chance at higher levels help a lot to convert all the Christian provinces too, but I really fell behind in administrative tech because of that.
did you grab land mostly south or north?
The +200% core costs from Hungarian Traditions are pretty crazy, so I started vassalizing and diplo-annexing stiuff in that region.
On a bit of a silly note, I have 5 missionaries now. Conquered Rome and Jerusalem and became Defender of the Faith...
Why is +3 stability bad for admin point gain, can you elaborate?
Btw, as Ottomans the religion idea don't seems very helpful, as you get a nice increased tolerance idea that removes pretty much all of the "malus" for the provinces worshiping the wrong god (or the right god wrong).
