I'd advise anyone playing Russia to try and keep +3 stability at all times between 1550 and 1650 as that hundred year window is when the event can begin if your stability is low.
And how on earth would you scrounge up Majesty points to pay for that?
+1 stability was not enough before this event was patched.
Whether the event becomes a major problem for you or not boils down to circumstance. Similarly, sometimes a Peasant War comes at a bad time and is very frustrating, other times you can end it very easily. It's all in the timing. Trust me, for my Russia this event was "THAT bad". I wouldn't have asked for help if it was easy to deal with.
I hope it is easier to deal with now because it was a nightmare back around EU4's launch.
