Regency council?

im playing as hungary and have claims and a CB on oltenia in (wallachia) but when i try to start a war with them it says "while we have a regency council we can not start any wars" well i cant figure out what this regency council is or how to change it so any help would be great thank you.

You are in a regency council when your heir is to young. If I recall correctly they have to be 16 before they can take the throne for themself (if not 16 then it probably 18).

Ok thank you, a tooltip or ingame explanation of this would be nice i looked all over for one but couldnt fined an explanation to this.

When your old king dies with an heir too young to rule, you should get a popup explaining what the regency council is.

Hungary probably starts with a dead king who has an heir who is too young but usually you only get a regency council when the old king dies and the heir is too young.

Hungary starts in a regency council.
Ingame what it means is the heir for the throne is too young to rule on his/her own and a council of nobles are ruling in his stead. You only come under a regency council nowadays if both the king and his consort (the heirs mother usualy) are dead.
