If its just you can't see areas far away, that's perfectly normal. In the early portion of the game you don't know about far away areas, so you don't have a map for them. Either you can take the exploration ideas and build exploring units (the only ones who can move into the fog), or just wait a few years after moving around in those areas and they will uncover themselves eventually.
If its just random coverage over the map, yeah that's some kind of bug.
I think I solved the issue. I was having the same problem, as well as the icons in my game being off by about 15% to the right and down. I opened the setting.txt file in USER\Documents\Paradox Interactive\Europa Universalis IV
In settings.txt I changed "force_pow2_textures=" to no. I also changed the size of the GUI to match my resolution. Both of these options are visible from the top of the settings.txt file.
