How to increase skill of ruler or succesor ?

i have a ruler with skills 2/2/2 but my successor has 1/0/1 and not changed in the last 10 years, i dont want such a loser as head of state =(

Make him a general (increase odds of death). Otherwise there are events which can raise your stats but I don't know what triggers them in EUIV, possibly some combination of high-stability, good advisors and high native efficiencies.
