Also, if you want a better idea what the actual download size of L4D2 is, then find out what the backup size is. The steam client tells you the unpacked size, even in the downloads window and the download speed. Remember that source games share files between them, so if you already have another source game installed (TF2, HL1 etc) then the download should be decently smaller than the backup files.
It may be that L4D2 is 'only' a 6-8g download, especially now with steampipe.
Finally, EU4 is mainly text files, and text files often have fantastic compression, sometimes going past 50% (as in the 2g on disk is a 1g download). A relevant example is EU3; it requires 700mb on disk but is a 320mb download.
After 23 Gigs that Shogun 2 requires I was surprised myself.
I have no bandwith limits and regularly download at 3-4 MB/s, it's one of the very few things in my country that I can claim was done well =)
I can do better - I have programmed a computer using Punched card.
