However, Decadence still only really starts building up if the country already has issues - low Stability, high Autonomy, over Governing Capacity, high Overextension, or disloyal subjects. So they're unlikely to actually collapse on their own, you'll have to ruthlessly beat them up first if you want internal issues to split them apart.
You can see it slowly tick up in the age of absolutism; usually via the siege menu, where fort defense is reduced due to 'decadence'.
