From what we can see in the Tinto Talks, release seems to be getting closer, but isn't just around the corner either. My own guess is announcment late this year and release around early 2026.
This is however just an internet random's guess in the dark. It could be much earlier, or much later. Don't put any more stock in this than in AI Russia's finances. (Edit: just noticed you had never played EU4 so to explain the joke: in EU4, Russia when played by the AI is always in massive debt, mostly due to a kinda rough start and an annoying trade setup.)
You know that EU5 need tree to five dlc to start floating?
Maybe tree is enough. But all in all, it will be rather basic in the release. The point is… hopefully the main engine is solid, and it is easy to build Upon it with DLC without making it hard to maintain spagethi! If the foundation is solid, it is easier to add features later and bug hunting also is faster.
