I think they messed around with the prussian militarization mechanic and made it decay more. With a few modifiers that give monthly militarization, the resting point for the barwas somewhere around 50% or so. I didn't bother pumping it up with mil points at all.
The mission tree for TO is decent. Prussian ideas are still good.
The 50% penalty to gov cap sucks, but I picked admin as one of the first idea sets to handle that. I got close to the government cap, but overall it was manageable.
Since TO starts right on the border between eastern and West europe, you can make liberal use of trade companies. If you have your capital I eastern europe, you can TC everything in the west - or vice versa if you want to expand mostly eastwards. I didn't really abuse that option excessively and stated all german lands, but I had denmark and scandinavia as trade companies.
Other option is to do Gotland > Lübeck > Prussia to get 10% extra discipline.
