I recently finished a TO>prussia>germany run and didn't find it weak.

I think they messed around with the prussian militarization mechanic and made it decay more. With a few modifiers that give monthly militarization, the resting point for the barwas somewhere around 50% or so. I didn't bother pumping it up with mil points at all.

The mission tree for TO is decent. Prussian ideas are still good.

The 50% penalty to gov cap sucks, but I picked admin as one of the first idea sets to handle that. I got close to the government cap, but overall it was manageable.

Since TO starts right on the border between eastern and West europe, you can make liberal use of trade companies. If you have your capital I eastern europe, you can TC everything in the west - or vice versa if you want to expand mostly eastwards. I didn't really abuse that option excessively and stated all german lands, but I had denmark and scandinavia as trade companies.

Play it as a theocracy and its pretty decent.

Other option is to do Gotland > Lübeck > Prussia to get 10% extra discipline.

I haven't played BB/Prussia in a while, but I'm pretty sure it's more that Catholicism is just objectively better now post-emperor than anything you can gain from Prussia's government, and there are no restrictions to it either.

You can form Catholic Prussia with the Teutonic Order--and should. It's a far superior approach. You can also avoid the worthless militarization mechanic that way.

I just "finished" (meaning I stopped mid 1600s) a TO > Catholic Prussia run. It was one of the easier runs. I joined the HRE with no restrictions, was allied to Austria through the Wars of Religion. Became HRE Emperor who just happened to be allied with the Ottomans. Pretty much easy street. I never worry about the reduced governing cap, I build Courthouses as soon as I can and then Statehouses. I would rather take a group that buffs my economy so I can afford the penalties with being over capacity.

The only thing that got "nerfed" was the militarization mechanic. But since it's a winmore stuff you don't need to care.

I prefer the crusader path. Which path is better?

For what sort of game? Mechanically, crusader sets you up to be extremely good at just taking over the world very early on. For a more focused Germanic game, going Prussian and/or full Germany is better suited.
