How to form War coalitions?

For instance I'd like to fight against France and I'd like to invite to this coalition againts France, for instamce England? What should I do, or maybe just wait?

You can only join or start a coalition (in the diplomacy tab for the country the coalition is against) and wait for others to join. If other nations have hostile relations with the target nation, and said nation has acrued some aggressive expansion, the coalition will start to get bigger.

You can't invite specific countries to join a coalition though.
