Don't get Tuscan missions when Tag Switching

So, my friend ran across an issue where they formed Tuscany as Venice for the mission tree, only to then not receive the mission tree and retain the Venitian ones. Despite asking for new traditions and ambitions etc.

So, I tried it in a Milan game. Perfectly culture shifted, all requirements fulfilled. Doing it how I've done it multiple times and boom, I don't get Tuscan missions.

Is this a bug?
Because if not, Tuscany is the singlehanded worst formable in the game.

Tuscany actually doesn't have any missions, only Florence does, if you form Tuscany as a nation like Sienna, you also keep the basic mission tree that they have.

Since I started playing EU4 idk like 2 years ago every time I've culture shifted and tag switched it's given me Tuscan missions.
I mean this literally makes Tuscany the worst formable in the game now xD

If you get new missions when forming Tuscany went back and forth a few times:
before 1.30: there were no tuscan/florence missions and forming Tuscany did not give new missions
1.30-1.33: forming Tuscany did not give new missions
1.34-1.36: forming Tuscany did give new missions
1.37: only new missions if you are neither Tuscany nor Florence, but this can't happen, because that effect is after the effect which makes you Tuscany. So I think this is a bug
