Did you already try everything else to get their relations up? Gift, military access, enemy of an enemy etc.
but then i got hit with the "base tax compared to" any idea on how to get around that one?
also if their army happens to get wiped out in a war or against rebels, it improves your military rating by comparison quite a bit, it removes any negative penalties and adds a positive one, often adding up to 30 or so points. i found diplo annexing to be quite the opportunistic endeavour, so try and keep your relations close to 190 so you dont miss out.
And remember to watch out, since you join on the side of your vassal in any wars he is in to defend him, so the army that wiped his forces out and let you vassalize him might poke you in the eye with a sharp stick (or something)
