Tie breaker in HRE elections?
If two candidates in Holy Roman Emperor elections get the same amount of votes, what is used as tie breaker?

If the emperor is one of the candidates in the tie breaker, I believe he gets to continue as Emperor. I don't know when its 2 candidates where one of them is not the emperor

The current nation remains Emperor, even if they are not one of the top candidates in the tie breaker (two nations getting 3 votes each and the Emperor getting 1 vote would result in the current nation staying Emperor).
