The only other way to get 'more men per month' is by increasing your manpower limit. You recovery manpower by a percentage of your maximum...so a nation with 100k manpower will get more monthly than a nation with 50k manpower. This is equal to any nation fully recovering within 10 years base. You can help increase this limit by building military manpower buildings in accepted culture provinces.
Also, there is a 10% recovery for 6 years event that can happen with an event if you have a tier 3 Recruit Master Advisor. Outside of this, advisors wont assist in recovery.

Also, raising military tech also increases overall manpower, meaning that all nations get more and more manpower as the campaign goes on (and wars tend to get bigger and bigger).
