Ternate and Tidore as Spice Colony Vassals
I'm currently playing as Cebu for the Philippine Tiger achievement. I would like to have these 2 OPMs to colonise for me with their free colonists, so I did the following steps:

1: Annexed Ternate
2: Tidore spawned a Colony (didn't release Ternate yet)
3: Annexed Tidore (I burned their Colony, also annexed their Colony in another test run)
4: Released Ternate - However, Tidore did not spawn another Colony even after a few months

What did I do wrong? Can Tidore not complete their mission again as a released Vassal because they already completed their mission when independent?

Do I have to let Tidore finish their Colony first instead of burning it? If I choose to annex their Colony, do I have to finish colonising for them then return the province to them?

Their spice colonies need to finish. If you burn the first, they can't start the next one and it locks them out from getting a colonist from their missions.
The first spice colonies they get do not come with a colonist and also cost double, if you annex and release any of them, you will need make sure they don't bankrupt.

edit: once you have them as a subject, you can check their missions (and progress) yourself.

Tidore/Ternate missions require them to own the provinces in order for them to fullfill the missions. They need 1, 2, 3 cities - only after that can you annex them.

Although there is a set list of provinces when you fullfill the missions which will lower down to 1, the mission can be completed infinite times when you annex and re-release them - BUT they need to own 3 provinces they colonized each time. When the 6 initial provinces of the list are colonized a random close province will be chosen as the next target.

So i assume you want to cheese this? The best option is probably to let them get 3 colonies to finish all missions and to then annex them. release them as a vassal and give them the 3 provinces, now they can finish the 4 missions again and get 4 new provinces. Annex them and release them, give them the 3 provinces etc etc.

You just need to not burn the colonies and give them back once they are finished. So you can have them both going very early.

So I guess the options now are:

1: Sit on the occupation of Tidore and Buru until the colony finishes (not sure if occupation affects colonisation speed), whilst racking up War Exhaustion from Call of Peace

2: White Peace Tidore and annex them once Buru finishes colonising.

Then finally convert the province of Ternate to Hindu, then release Ternate once Tidore is annexed, then release Tidore.

I guess the tip is not to start the 2 wars in quick succession right?

No.
Full annex tidore, let Buru finish under your ownership. Release Ternate and let them begin. Give Buru back when it is finished.

For the first mission, only one of them can exist. For the next spice colonies it only matters they own a finished spice colony.

it says it right here in the mission tree.
it doesn't even need to be their own spice colonies. just that it was selected as one and has become a city.

Forget what i wrote - for whatever reason, when i tested this with console commands my missions kept resetting so i could finish them several times. Now this doesnt work anymore, must have been some bug.

Still 8 free colonies + 2 colonists if you vassalize them. QTV gave the proper instructions

It is almost as if I am shipidiot who plays way too much in Indonesia and does this at least once every patch.

Weird issue you had btw.

I did end up taking Option 2, white peaced Tidore because I didn't want to undertake the extra cost of an additional colony, and planned to annex Tidore just before the colony finished, but my timing was slightly off, they finished Buru before I declared the war so I just ended up full annexing time and overtaking their next Spice Colony in Halmahera.

Anyways problem solved, I have both Ternate and Tidore as vassals now :D

yeah. it was more about making sure you knew it was an option, if you wanted it fast.
if you don't mind the truces, you can also push their capitals onto their colonies, instantly finishing them, if you take their fully colonised provinces.
