If you have low legitimacy, any form of OE can be dangerous.
If you have high war exhaustion and are trying to core during a war, that is dangerous.
The other factors such as stability, advisors, active modifiers and nationalism present in the provinces being cored can also make it either easy or dangerous.
Nobody can really answer with a percentage on here unless they site conditional examples that tie with that statement.
If you are very stable and have a couple unrest modifiers in your favours (Theologian, tolerance, etc) about 150%-160% is doable without too much trouble, but even then I'd only do it if I have the troops and manpower to deal with an uprising or two.
Another important factor is the religion in the provinces you are about to take. Them being of your official or at least accepted (in terms of tolerance) religion makes a huge difference there. You can often easily get +5 or even higher tolereance of you main religion, while (without humanism) tolerance of other religion will usually be negative, that's a huge swing.
Speaking of Humanism, that also makes it much easier to handle.
Already existing progress towards uprisings is another thing to consider. If you have high progress for an uprising already it might be best to wait for that to happen before taking the overextension, that'll be one less thing to deal with (and it will be smaller too).
Even under the best of circumstances I wouldn't recommend to go over 200% overextension though. Later in the game, when you are big enough to no longer worry about manpower, you should be able to deal with it eventually, but it will require your full attention for some in-game years.
