Can't reform Nahuatl religion off colonial nations?

Playing as Aztecs, I passed all the reforms. I have a massive border with New Spain at this point and Spain just took half my provinces in a war. they have embraced all institutions and all of the provinces on my border are cities, not developing provinces, but I still can't reform my religion. I'm prompted with "We need a neighbor having embraced some institution, with an adjacent core province." Both of those are true several times over. What's wrong here?

How long ago was the war? If they "just took" your provinces, they probably haven't finished coring any of them yet. You may need to wait a couple years first.

Like I said, they have many adjacent core provinces.

Huh, well I reloaded the game to double check what you were asking and now it works, and I can reform my religion. Thanks for the motivation xD

It is known that this can happen with more than one thing. For example, when the cooldown timer for leaving a coalition is done and countries don't leave despite they should, it is needed to exit and load the game.
It is not granted to solve the issue, but it can work.
