It does seem to be France when finishing the "City of Lights" mission. What an extreme trait, its indeed the best so far i can see.
Hmm, actually, it may be almost worth picking up other traits beforehand. If your ruler has an open slot, they get the TRAIT Iron-Crowned (-20% CCR and -0.05 Monthly War Exhaustion) but if they do not, you get the ruler modifier Iron-Crowned (-15% CCR, +5% Admin Efficiency, and -0.05 MWE).
So if you're ready to go on a massive conquest spree immediately after beating up the Germans, that +5% Admin Efficiency could really help in the claiming of that extra super-irritating final province that would otherwise be 1% over your warscore...
That depends on the current situation. Will the -20% advisor cost help enough to get you to have +2 advisors on all positions? If not, then it isnt worth it and the tech cost reduction should be better.
