On a direct comparison they are about equal so it depends on what you want to do and often picking results in picking the other eventually. Really the kind of thing you have to look at the bonuses and decide for yourself what you want in the current game.

That said if you are not getting, feeding and annexing vassals 3 ideas of influence are wasted so if that is the case it is pretty easy to decide.

it really doesn't matter as long as i get the +2 dip rep so i can finally annex the vassals i have because i decided it was a good idea to vassalize the pope i do like the -10% dip tech cost and -20% warscore cost from diplomatic idea but i also like the -20% aggressive expansion and -50% unjustified demands from influence ideas

In that case you are probably better served with Influence since -25% annexation cost means you will pay less dip and do it faster.
