I am playing as France it is 1650 and ive colonized all but 1 province of the Phillipeanes, yet there is no colonial nation forming. Is there no colonial nation in oceania or do i need to colonize more provinces?

Phillippines is not part of any colonial nation. It is just average overseas provinces.

If you need to know, Oecania is composed purely of Australia, New Zealand and, IIRC, a few small islands between both.

Check colonial region map in-game. Also check out other maps, it's very useful.

Basically only (if you have enough provinces) in north & south America, and Australia itself will colonies be formed. Anywhere else will just be your own managed province.

The Colonial Nation for Oceania is different to that for Colonial Australia. Colonial Australia is literally only the Australian mainland and Tasmania. Colonial Oceania is New Zealand, Papua New Guinea, Hawaii, Palau, Guam and New Caledonia, plus all the small Islands in the Pacific that aren't part of Japan or the Philippines, minus the Galápagos Islands which are part of Colonial Peru. Check out the in-game maps as Ryci pointed out.

Was that added last patch? Because New Zealand is traditionally part of Colonial Australia, I recall very clearly that Papua New Guinea and the other islands you mentioned are not part of any colonial nation, unless of course you are using a mod.

I played yesterday, and only Australia, Tasmania and New Zealand are Colonial Australia. The rest is just overseas provinces

What OnlyBradParker said is only true with Extended Timeline as it alters those regions as a whole.

You can still give those provinces to your colony though once it has formed though.
