Point to "enforce culture" on colonial subject?
I'm not seeing any downside to having a colonial subject with a different primary culture to you. Religion yeah there are minuses to opinion. But nothing from culture. So it seems like there's no point to trying to enforce culture on your subjects. Aside from the satisfaction of making the whole world one color I guess. Am I missing something? Or does it become relevant later in the game?

If you're doing a run where you form a New World nation (Alaska, Australia, Louisiana, Mexico, USA etc etc) and thereby inherit all your colonial subjects, then having them colonise more of the land with your culture as opposed to theirs means there's less work for you to do as regards cultural issues for all your new provinces.

Otherwise, there's no point. The colonisation system is fairly borked as it stands right now, anyways.

You mean like form the US and then play as that nation? But in that case wouldn't I also have whatever primary culture they had? Which means now all of those provinces that weren't my culture before would be my primary culture now anyways?

Provinces don't change culture because you do. If you are France and you take over all of Portugal's colonies, they will continue to colonise using Portuguese culture - but if you form the USA, you will retain French culture and all those colonised provinces will remain Portuguese. I hope you accepted that culture or are ready to change your primary culture to it. That's a lot of unhappy folks otherwise.

A few formation decisions of that kind do change your culture, but they are extremely specific. I think forming Canada as a French-culture nation changes it to Quebecois, for instance, which is the only way that particular French culture can exist.
