In general though get relations up, release the smallest countries since economical power is a penalty against supporting and gets you a country with positive modifers to towards you, get rid of overextension, force countries to convert to your religion, ally countries, get diplomatic reputation up, get more IA.
The most reliable way, tho, is to accumulate that sweet sweet IA. All dem dukes love an Emperor with IA.
PS: If the reform is Revoke the Privilegia, make sure you get all the countries in favor. Any country that opposes will leave the HRE and you won't get its vassalage. You can take your time bribing everyone, as the next reform will be unanymous anyway, as they are all your vassals.
