Offering "Fleet Basing Rights"
Has anyone ever had a country acccept this offer to rent the use of your ports without cheating? Every faction I ask tells me to mount their middle finger whether they're allies or not. Is this a broken mechanic or am I just getting unlucky?

I think the AI will always decline due to "strategic interest". Especially since it doesn't suffer naval attrition, which is pretty much the only reason to get fleet basing rights in the first place.

The only reason they decline is always -1000, against strategic interests which is stupid. Very stupid, might aswell not even bother having it included if its so broken?

Why would they pay you for something when they get nothing from it?

If it ever happens that it is in their interests to pay for it(as absurdly difficult that is) then I presume they will do so but until then there is no reason whatsoever for them to do it.

It's not broken, the AI just won't accept it since it doesn't need it.
You can still normally ask for fleet basing rights from the AI, and in multiplayer games it can be an interesting point of negotiating (or enforcing) as well.

If the AI doesn't suffer naval attrition, which all players still suffer, which is the only thing which would make them want to negotiate for permissions then it's broken.. If its a part of a game mechanic which is included in singleplayer but useless anywhere but multiplayer because the AI will never ask for it, then it's broken...

But it can be useful in singleplayer, since you can still ask for fleet basing rights from the AI.

Apart form that single- and multiplayer work essentially the same, it would be silly to make different menus for each.

Fleet basing rights would cost the A.I. money. Hence why they have no strategic interest.

Only for naval attrition, their land armies suffer normally from attrition.

Actually, most of the nation outside europe will grant you fleet basing right, if they have a good opinion of you.
You can probably for example ask some eastern african nation fleet basing right, in order to attack an indian nation without any colonies in africa.

That's correct. You need about 80 opinion to get fleet basing rights with a country with a neutral opinion. The fleet basing needed the nerf because you could colonize the spice Islands in 1470 as the Hansa or make the state religion of Portugal "Shinto" by 1500 (which makes for an interesting RP game if you form Japan.)
