Some reforms mention being unelligible to the HRE emperorshiup, for exemple tier 3's disperse power across the city.

I really don't get what it's supposed to imply as only monarchies are supposed to be elligible to the emperorship.

Probably after you Proclaim Erbkaisertum, which allows you to change into anything like a theocracy or republic.

Maybe some of these reforms are also available for monarchies and they have this effect, because they make the monarchy ineligible to become emperor. But in general I think it is just there as a precaution. If I see it correctly "Is NOT eligible for the HRE Emperorship" was added to all reforms which have "Allows Elections"
