Where is the Truce Alert?

The tutorial mentioned a Truce Alert but I can't find it.

The truce alert only pops up in the finally years...I myself don't really notice it

That sounds... really terrible. I wonder why the Tutorial brought it up then? And why would something as simple as a way to keep track of who you're at Truce with hides itself until endgame? Ah, well. Thanks anyway for the answer.

near the top of the screen there should be a white flag, along with other notifications, which tells you your truces when you hover the mouse over it. unless you deleted it.

The tutorial hasn't been updated since original launch so it is not entirely comprehensive. You can keep track of your truces in your diplomacy screen. It is quite simple and shows you the time in a graphic meter or in a tooltip if you hover over the truce shields. As @Tayip said, truces are also in the flag notification at the top left.
