[Windows11] Some DLCs not downloading with EU4 Starter Edition – Only 6 out of 17 installed
Hi everyone,
I recently bought the Europa Universalis IV Starter Edition and I have an issue with some of the included DLCs not installing properly via Steam.

Here's what I have:
6 DLCs are installed (with files visible):
Conquest of Paradise, El Dorado, Imperator Unit Pack, Res Publica, The Cossacks, Wealth of Nations

11 other DLCs are listed in Steam and checked in the DLC tab, but:

They show no file size

Steam does not download anything when I check or uncheck them

These include: American Dream, 100 Years War Unit Pack, Art of War, Common Sense, Conquest of Constantinople Music Pack, etc.

What I’ve already tried:
Deleted the dlc_signature file

Uninstalled and reinstalled the game

Cleared Steam download cache

Restarted both Steam and my PC

Verified game files (no issues found)

Disabled Kaspersky antivirus during tests

In the Paradox launcher, I only see the 6 installed DLCs — the other 11 don't even appear

When I uncheck one of the 6 working DLCs in Steam, the update works and it disappears from the Paradox launcher. If I check it again, Steam downloads the file again and it shows back up in the launcher.
But for the 11 others, checking/unchecking them does nothing — no update, no download, and they don’t appear in the Paradox launcher.

Support:
Steam support told me to contact Paradox

But since Steam doesn't even download those 11 DLCs, I feel like it's a Steam-side issue

My only remaining option:
Uninstall Steam entirely and reinstall it — but I have a slow ADSL connection, so I’d like to avoid that unless absolutely necessary.

Has anyone experienced this? Any ideas?

Have a look at the builtin_dlcs folder. The missing DLCs have been integrated into the base game[eu4.paradoxwikis.com] and are always active

why sell them if they are already integrated into the base game ?

yes. If you want to know that they are working, you can check some of their features. E.g. in the court tab you have abdicate and disinherit buttons if Rights of Man is working and national focus buttons if common sense is working and you can check Art of War by looking at the fleet window to see if you can mothball and upgrade ships.

They are not really sold. They are part of the started edition, so that you have them if you change to an earlier version in which they had not been part of the base game. But they have no price, so you would pay the same for the starter edition even if they would not be part of it.
This is silly but delete everything in the folder and try verifying integrity. I've had to do that with games like Fallout 4 to get some DLC working in the past, so this may help you here.
